    Dear BCHD:

    For some time now, I have tried to follow the contract (or agreement) between BCHD and Blue Mountain Development which proposed assistance from Blue Mountain in obtaining an approved CUP and related documents from the city of Redondo for BCHD's real estate development project. oddly called the "Healthy Living Campus." The original contract appears to have been executed in late November 2021 for a period of up to two years (i.e. to November 2023). Once the approval was obtained, the contract was to be terminated with no further payments.

    The original agreement covered two timespans. In the first 12 months, Blue Mountain was to receive $13,500 each month, plus $54,000 (a so-called "success fee" ) if BCHD obtained an approved CUP within the period. In the second span, the monthly fee was to be reduced to $10,000 per month and the success fee was eliminated. The second span would have run through part of November 2022. (Some amounts paid to Blue Mountain appear to include additional amounts that may be expense reimbursements not explicitly mentioned in the agreement.)

    However, it appears the original contract was extended at some point to include more than the original 24 months. Despite my extensive search, I was unable to find mention in public BCHD reports indicating an extension of the contract and any new dates, fees, or other terms. The most recent Treasurer's Report dated 12/30/2023 shows a check dated 11/30/23 to Blue Mountain for $15,900, but there is no breakdown of the fee versus possible expense reimbursements. (The original 2021 contract presumably ended in October 2023. The checks to Blue Mountain, listed for some other months in 2023, range between $10,000 and $15,900 but, again with no separation of fees from expense reimbursements is provided.

    As we all know, BCHD failed to obtain a use permit or design review for the project--so Blue Mountain has failed that task so far--nor does it appear a draft application is about to be submitted nor are public hearing scheduled. Blue Mountain has failed to achieve the goals of the agreement.

    Accordingly, I propose that BCHD, which is openly proud of its "transparency", immediately provide complete information to the public, perhaps on its website, showing any new or updated contracts with Blue Mountain Development including dates covered, fees, and other changes from the November 2021 agreement. How much has BCHD already paid without getting any approvals? (Today, a search of the BCHD website results in no mention at all of Blue Mountain or the associated agreement.)
