IIIA.) CEO REPORT - NOVEMBER 2023

Mark Nelson about 1 year ago

There is an extraordinary lack of public participation and apathy surrounding BCHD. Zero members of the public attended the Community Health Committee meeting. 12 of 80,000 adults in the district attended the Board meeting. This is a clear sign of the perceived insignificance of BCHD's activity. 12 of 80,000 adult residents is a public participation rate of 0.01%.

In BCHD's usual failure to understand Blue Zones research, BCHD's CMO asserts that sleep is viewed by Blue Zones as required for health. Yet, Vanessa Poster and the Board refuse to condemn a Metro Green line path through Redondo Beach neighborhoods that will disrupt sleep 24/7/365 for 5 generations. BCHD has been compromised and is beholden to Metro for the Measure M payment to remediate BCHD's FAILURE TO CONDUCT MAINTENANCE FOR 70 YEARS ON THE HILLSIDE.

BCHD failed to evaluate the $30M to $60M obligation to operate the allcove building for a minimum of 30 years. This is a 10-to-1 cost to grant ratio that BCHD has failed to examine. The level of his obligation wipes out BCHD's total equity position.

CHF and Aplex continue to be subsidized by taxpayers of the District without any price differential to non-residents. This denies residents of the use of their funds.

BCHD continues its refusal to engage with the public on the development of the 100% privately owned PMB LLC building on the 100% publicly owned land that was condemned for the benefit of "Residents who reside" in the "District" according to District court filings.
