    BCHD signed up to service an area of 1.4M (only 120,000 District Residents) for allcove. As a result of BCHD's failure to secure long term funding, allcove could create a $30-60M burden on the taxpayers of Redondo/Hermosa/Manhattan. BCHD is obligated to keep the new allcove building up and running for 30 years, again with no assured funding.

    Why does a likely malfeasant BCHD commit taxpayer funds to NON-RESIDENT services?

    The 100% private RCFE is 80% non-resident per the MDS report. The PACE is 95% non-resident per National PACE Assoc. The Covid Tests were 84% non-resident and left RESIDENTS stuck with a $2.3M non-reimbursed shortfall. Allcove is 91% non-resident service area (SPA8).

    BCHD is failing miserably in its stated duty to the "residents who reside" in the Distirct.
