It appears that BCHD activity is 90% or more duplication of the CDC, CA Dept of Health, LA County Dept of Health and various private hospitals/clinics outreach programs. Sadly, BCHD does not measure it program effectiveness, because BCHD asserts that it has no obligation or ability to determine if its services are cost-effective to taxpayers. This is the first time that I've ever heard of any OPTIONAL entity that's public funded having not ability to assess its taxpayer cost-effectiveness. The overwhelming supermajority of LA County residents have no health district, except for SPA 8 which is 1.4M people that BCHD services with allcove.
