The strategic 1/2 day offsite was again packed with BCHD board, executives, staff, committee members, contractors, consultants, and affiliated persons. Only 6 of the under 70 attendees were unaffiliated (not appointed by the Board) community members. As usual, BCHD public meetings are dominated by BCHD board, executives, staff, committee members, contractors, consultants, and affiliated persons. As such, the 1/2 day offsite provides no valid sample for voice of the public.
