Good Work BCHD. You have eliminated any opportunity to make a verbal comment. So here is what I was planning to say. Will you respond? Of course not!

Dear BCHD Board:
Apparently, BCHD has decided to go ahead with part of the bike path project in Redondo Beach funded by Metro while ignoring the larger part of the project that lies in Torrance. Is that correct and consistent with the current CEO Report?
According to that report, “BCHD will continue to provide Metro with regular project updates on the progress and planned milestones for the work.” It isn’t clear just what that means since BCHD is legally obligated to provide regular reports to Metro in any case. So does this statement imply in addition that BCHD and Metro agree that the scope of the project will be changed so as to drop the Torrance segment? Would you agree that is a major change in the scope of the project?

Further, the amended agreement dated July 2022 specifies a construction end date of June 30. But apparently construction of the Redondo Beach segment alone is unlikely to be completed before the end of September. Has Metro agreed to a change in the construction timeline? Further, the existing funding agreement has a lapse date of September 30. Is that both realistic and binding?

Let me suggest that the public is entitled to know, with respect to this Metro-funded bike path, whether BCHD now expects to complete the project as previously agreed in the most recent funding amendment.
