IV) PUBLIC DISCUSSION

A zoning lesson for those on the board who are still wondering, since the last time I heard it mentioned NO one seemed to know:

P-CF means Public-Community Facility, not Private-Commercial facility. It's the zone on which BCHD wants to build their massive, private, market-value RCFE. A simple browser search will show, it's the zone where libraries go, or council chambers, or hospitals, senior centers, or museums--all community-oriented uses. The RB Municipal Code also requires compatibility with nearby structures. BCHD wants to build an 800,000 square foot structure. That's the size of four Walmart superstores, smack in the middle of a residential neighborhood. It would be great if BCHD would have checked with we, the public, to see if we want to gamble on this plan, since it'd be with our property taxes. My answer would be "No" if anyone asked. Which leads to Measure DD. Redondo Beach's Measure DD has very specific text that converting any public land to private use require a vote of the people.

How many millions of our property tax dollars have been spent already on this plan before you researched the viability of it even being able to go through? Should you not have checked first on the zoning question? Should you not have checked first on whether the people wanted this project? Should you not have found out the likelihood of the Planning Commission approving a Conditional Use Permit? Should you not have found out about Measure DD? How many programs to legitimately help seniors age in place could have been funded by this money?
