    BCHD asserts it is "transparent." So, would Mr. Lundy please explain to the public why the land obtained via condemnation for public uses such as a public hospital,and presumably subject to Board adoption of Resolutions of Necessity for any changes in use, is no longer subject to requirements of such resolutions as provided in CCP 1245.210-1245.270? BCHD claims the code doesn't apply to the property but will not say why in response to my pubic records request. Why?
