CEO Bakaly expressly states that the uses of the PRR responses are a consideration in the act of suspending CPRA responses. The fact that BCHD refused disclosure of Blue Zones LLC cost effectiveness information, and the fact that both BCHDs taxpayer-paid vendor, Blue Zones LLC and Healthways also refused to provide supporting materials did in fact lead to an Attorney General complaint for false advertising. An entity cannot make claims (they are in several BCHD documents and Blue Zones documents) without providing backup as needed to prove the claim. As such, CEO Bakaly is in direct violation as signatory and fiduciary on behalf of BCHD for refusing CPRA requests based on the use and topics of the requests.
The California Attorney General has received a formal complaint, as well as, the requisite State licensing entities for RCFE and PACE.
