BCHD should have affirmative policies that REQUIRE all NON-RESIDENTS to pay their FULLY LOADED COST OF SERVICE. Residents should not be subsidized one penny (yes, I know your CEO despises accounting to the penny, but that's his problem) of RESIDENT TAXPAYER FUNDING. Not ONE CENT. All fully loaded costs must be borne by non-resident users of the facilities and programs.
