BCHD has made a series of poor financial decisions for the residents who reside in the District. BCHD has donated the 20,000-sf (approx one-half acre) lot to ALLCOVE use. ALLCOVE is a 91% non-resident service area that includes Avalon to Long Beach to El Segundo. The ALLCOVE program consumes a disproportionate amount of the overall budget, depriving residents of services.
BCHD has also maintained a $2.5M executive department that represents 13 executives managing 60-70 full-time employees. That is wasteful and outside the bounds of any reasonable benchmarking.
BCHD needs to reduce staffing, reduce benefits, and engage more contract labor wherever possible.
