ALLCOVE COSTS
BCHD's surrogates continue to lie about the cost of ALLCOVE. ALLCOVE's $6.3M grant REQUIRES 30-years of building and program operation for LA County SPA8. While BCHD signed the agreement without even bothering to estimate the cost of 30-year operation as a liability to DISTRICT taxpayers, reasonable analysis shows it at $170M across 30-years. BCHD Board and $2.4M in executives were MALFEASANT in their failure to analyze the contract obligations for the BHCIP ALLCOVE grant. ECM
There is no discussion of the limits of BCHD's proposed ECM activities. If ECM extends BEYOND the 3 beach cities that founded, funded, own and operate the District then a thorough analysis of the fully loaded cost of ECM to District Taxpayers with a split between RESIDENTS and NON-RESIDENTS must be provided to the public.
