    BCHD must limit the use of any affordable housing, any allcove building, and any PACE activity to 100% residents of the District, within the boundaries of the three cities of Hermosa Beach, Manhattan Beach and Redondo Beach as approved by voters as a requirement.

    BCHD is "taking" the Prospect property and conveying its use and value to non-resident, non-taxpayers of the District.

    Sadly, BCHD Board and $2.4M in executives are failing residents and taxpayers miserably.
