Years 2026+ BCHD has a structural deficit of $1.5M to $2M. There is no indication that it does not persist into perpetuity.
BCHD's loss of building revenues is a voluntary act. No statute or standard requires any retrofit or demolition of the 514 building. BCHD's consultants have stated that "best practice" (the engineering term for the best course of action) allows for up to 25 more years of use prior to demolition or retrofit (if required).
BCHD fails to disclose that the terms of the $6.3M allcove building grant request 30 years of unfunded long term operation of both the building and the service, with provision to 12-25 year olds in the 1.4M population LA County Service Planning Area 8. If BCHD does not spend the grant, the agreement is self terminating and BCHD can make a decision based on the needs of the District and not an unanalyzed obligation of the District Taxpayers for 30 years.
For the 2500 households surrounding BCHD that have a reduced property value of $170M, BCHD is one of the largest sources of stress they face.
BCHD fails to acknowledge that misinformation is a key strength of the enterprise.
BCHD fails to acknowledge that it lack of analytical decision making and lack of focus, especially geographic is driving its financial failure.
