BCHD failed to uphold even the lowest level of fiduciary responsibility to District taxpayers when it accepted the terms of the $6.3M BHCIP grant without a 30 year financial analysis of the mandatory service provision to SPA8. As of the most recent CPRA request regarding allcove 30-year provision cost, BCHD still has no analysis. In the real world (business), everyone associated with inking a $172M unfunded liability without a financial analysis would be terminated. There is little reason to wonder why BCHD finances have slid into a $2M annual structural deficit in 2026 and beyond.
