The hospital district was established, per its own filings with the Superior Court, for the benefit of the "residents who reside" within the District. BCHD must cease all DISTRICT NON-RESIDENT SPENDING prior to reducing any programs or benefits for residents. BCHD Board and Management received a NO CONFIDENCE vote from Measure BC. The cost was trivial compared to the $400M in bonds that passed. Clearly the ELECTORATE viewed that BCHD's allcove for 91% non-resident service area and demolition of the hospital are UNACCEPTABLE.
