    BCHD has been an abysmal steward of construction. Vendors have been illegally working outside of legal hours. BCHD's lack of ADA compliance is not a defined emergency under City code, it is simply a failing by BCHD to act with reasonable care. The police and council have been notified and video has been submitted to document BCHD's lack of compliance with City Codes.
