VIII.B) Discussion and Potential Action Item: Staff recommends the Board of Directors authorize the District CEO to execute the Agreement to Enter into a Ground Lease  and the Ground Lease in Exhibit D within the Agreement with Sunrise Senior Development, Inc., in substantially the form attached hereto and with such minor changes, modifications, and revisions as may be deemed necessary by the District CEO in his discretion (“the Agreement”). The Ground Lease in Exhibit D will go into effect when Sunrise Senior Development Inc., receives the Building Permit from the City of Redondo Beach, and will be in effect for 99 years with certain agreed upon terms between Beach Cities Health District and Sunrise Senior Development, Inc.

    As a member of the Working Group, this message serves to underscore my support of the staff recommendation as described in the accompanying staff report.

    Having previously served as a Finance & Information Technology Director of a neighboring city for more than 20 years, I realize that few (if any) strategic projects occur without unintended consequences to neighbors, friends & community members. Because Sunrise provides its own assisted living and memory care services, its proposal did not incorporate a second operator. Sunrise submitted its own plan, while Silverado chose to partner separately with MarVentures/Continental.    Planned community benefits include:

    Publicly accessible green space
    A walking loop
    Aquatics classes for Sunrise residents and CHF members
    Wellness programming
    Shared access to a multipurpose community room
    Program partnerships with allcove Beach Cities
    Ground lease revenue to support BCHD programs

    I am an active member/user of the BCHD Center for Health & Fitness ("CHF"). I look forward to the relocation of CHF to the 510 building and the prudent demolition of the 514 for safety's sake.

    Approval of the ground lease with Sunrise is a significant step towards ensuring that BCHD will continue to serve our community for decades.

    Honorable Beach Cities Health District Board Members and Executive Team,

    My name is Councilmember Bridgett Lewis, from the City of Torrance. As the Torrance City Councilmember representing the district directly adjacent to the proposed Beach Cities Health District Healthy Living Campus project, I am submitting these comments to formally express significant concerns regarding the cross-jurisdictional impacts this project may have on Torrance residents.

    While I recognize and appreciate BCHD’s mission to expand access to mental health services, senior wellness programs, and preventative healthcare infrastructure, the scale and operational impacts of this project continue to generate substantial concern among residents living immediately adjacent to the site on the Torrance side of the border.

    Residents have raised ongoing concerns regarding:

    - Increased traffic and congestion on neighborhood streets.
    - Emergency vehicle access and evacuation considerations.
    - Pedestrian and bicycle safety impacts
    - Noise, light, and privacy impacts associated with project scale and intensity.
    - Neighborhood compatibility and cumulative quality-of-life impacts.
    - And the adequacy and transparency of environmental analysis related to these concerns.

    Of particular concern is that Torrance residents will experience many of the direct impacts of this project, while the City of Torrance has limited formal authority in the approval process. This process places an even greater responsibility on BCHD and the lead agencies to ensure meaningful intergovernmental coordination and robust mitigation efforts.

    I respectfully urge BCHD and the relevant decision-making bodies to:

    - Continue evaluating opportunities to reduce project intensity and neighborhood impacts.
    - Strengthen traffic and public safety mitigation measures affecting Torrance streets and intersections, to include an updated EIR for this project.
    - Maintain ongoing engagement with impacted Torrance residents throughout the process.
    - And ensure that all environmental and quality-of-life concerns are addressed transparently and comprehensively.

    Regional projects require regional accountability. I strongly encourage continued collaboration that acknowledges and respects the very real impacts this project may have on the Torrance community directly bordering the site. I stand ready to work with you regarding the ongoing impacts of this project.
