Discussion and Potential Action Item: Approval of the FY24-25 BCHD Independent Audit Report and accompanying Financial Statements.

    As a citizen member of the Request for Expression of Interest (“RFEOI”) Working Group, I support the recommendation provided by BCHD staff to:

    1. Authorize the CEO to negotiate a Letter of Intent (LOI) (form attached) and accompanying term sheet with the three shortlisted developers, in the priority order recommended by the Advisory Working Group.
    2. Authorize the CEO to execute a Letter of Intent and accompanying term sheet with the shortlisted developer who, in the judgment of the CEO after considering the input from the Advisory Working Group and the Board, offers the most favorable terms to the District and the communities it serves consistent with the criteria for selection.
    3. Direct staff to return with an update at the Board’s January meeting.

    As a member of the RFEOI Working Group who participated through countless meetings and conversations assessing the ideas presented by interested organizations desiring to provide continuum of care, I am encouraged that any of the three organizations on the “short list” could successfully deliver the desired project with BCHD. However, I strongly support the selection of the RFEOI Working Group to authorize the CEO to negotiate a Letter of Intent with MarVentures/Continental!

    Having sat through multiple Redondo Beach city council meetings re: the General Plan Update that included consideration of the FAR for BCHD & as a member of the Advisory Working Group, I strongly recommend moving forward with rebranding in partnership with the selected RFEOI development team:
    • to ensure alignment with the campus vision;
    • including the Center for Health & Fitness’ upcoming move to the 510 building;
    • forthcoming inclusion of PACE;
    • the establishment of a new home for allcove; &
    • consider the input of the immediate surrounding neighbors and BCHD taxpayers.

    My wife, Laurie McLean, a BCHD volunteer, refers to BCHD as the “best kept secret”. We agree that our neighbors need to better understand what BCHD can do for them and does for others.
