BCHD is long known for stacking the deck on its strategic halfday meetings with 0-10% public attendance and 90-100% BCHD insiders, including but not limited to: Board, Executive Payroll ($2.4M/yr), paid staff, paid consultants, paid contractors, vendors, and affiliated volunteers.

There is little to no view from the other 119950 residents of the three beach cities that founded, funded and own BCHD.
