allcove has a 91% non-resident SPA8 service area, yet, BCHD is paying far more that 9% of the tab for allcove. Furthermore, 100% of the obligation for 30 years of allcove building operation and associated allcove services operation falls onto the District taxpayers. Should BCHD fall short on allcove building or service funding, as it has in the past, then taxpayers will be obligated to assume some or all of the $150M risk that was created by BCHD failing to analyze the 30 year obligation before it executed a mere $6M BHCIP contract.

Also, Gallup is clear that its survey is only designed for serial data comparisons across years. It is not developed for any sort of US to District comparisons. Last, Gallup was also clear that the survey cannot evaluate any BCHD programs.

BCHD must use the survey consistently with Gallup's assertions.
