The Strategic Planning Committee needs to represent the Resident-Taxpayers of the District and not some fuzzy beach community or other failing to state the obvious - "residents who reside" within the District.

Furthermore, Strategic Planning Committee needs to independently review the 91% non-resident/non-taxpayer Service Area allcove program and fully determine the 30 year liability to Resident-Taxpayers.

1) BCHD Board and Executives are planning to fund 40% of the building development with Resident-Taxpayer obligations,
2) BCHD will provide the allcove building a $4M Resident-Taxpayer owned land parcel without charge.
3) BCHD has obligated Resident-Taxpayers to funding a 30 year obligation to use the building for mental health purposes.
4) BCHD Board and Executives have failed to specific where long term (30 year) funding will come from, and as such, have amassed a roughly $100M unfunded obligation for Resident-Taxpayers.

Sadly, BCHD hasn't even bothered to compute the 30 year liability given its apparently lack of financial disclosure.
