It is quite interesting that Ms. Poster wrote a rant on BCHD and Change. At the same time, Ms. Poster represents the epitome of the status quo for the Board of Directors. Until 2021-22 budget year, Ms Poster tolerated BCHD's lack of program budgets, cost accounting and evaluation. That status quo action made BCHD less informed and a coin operated car wash or laundry mat regarding the cost-effectiveness of its programs. BCHD continues to profess that it has no obligation or ability to assess community benefits of programs (per CPRA response). Absent that evaluation, BCHD's processes for program evaluation and expenditures are little more than guesses. Coupled with a CEO that was incredulous that anyone with real world, public sector experience would want accounting "to the penny" (board meeting) it's clear that BCHD needs CHANGE.
