The allcove building site at Flagler & Beryl is a 0.5 acre lot with a fair market value of $4-5M. The fair market annual lot rent for development is $250,000. These values are prorates of BCHD's HLC 3 acre lease. The 3 acres is valued at $25M and with an annual lease rent of $1.5M.
BCHD is depriving taxpayers and residents of the three Beach Cities that founded and funded the District at lease $7.5M in "donated" free lease subsidies to allcove. Allcove is by contract a service area of SPA8, which is only 5% Redondo Beach and only 9% District.
In short, the BCHD executive management and Board are denying taxpayers the benefit of the taxpayer owned land for a minimum of 30 years, the minimum term of the allcove building based on the State funding. That denial of services is in violation of the voter and District authorization to benefit the "residents who reside" in the district and cannot be allowed.
