III) Beach Cities Health District Recognition

    1. BCHD must have a public vote in order to donate the use of the Flagler & Beryl C-2 lot to 91% non-resident/non-taxpayer allcove Beach Cities for a minimum of 30 years. BCHD donation value $400,000 per year for 30 years.

    2. BCHD must have a public vote in order to build the allcove Beach Cities building. The building requires a 30 year minimum operation. As such, the proposed building is an unfunded liability to resident-taxpayers of $1-3M annually which could fully exceed the current asset value of BCHD. BCHD has conducted no analysis based a CPRA responses from BCHD.

    3. The District condemned the Prospect campus for the benefit of the "residents who reside" in the DIstrict per Superior Court pleadings.

    4. The HLC is being developed for the benefit of 80% to 95% non-residents of the District. The HLC is 80% non-resident tenants based on BCHD MDS analysis. The HLC is 91% non-resident service area based on the allcove contract. The HLC is 95% non-resident enrollees for PACE according to data from the National PACE Association.

    5. The FAR of 0.75 for P-CF was carefully considered and prudent for P-CF in order to reduce damages to surrounding neighborhoods and improve conformance. BCHD should not challenge the sovereignty of the City of Redondo Beach.

    6. BCHD pays the GPAC chairman nearly $20,000 per month according to January 2024 payment records.
