The entire strategic half-day needs to be predicated on the simple fact that every DOLLAR BCHD spends on non-resident services is a DOLLAR taken away from Resident Services. To date, BCHD has no accounting of resident vs non-resident services. That implies either incompetence on the part of BCHD processes or a potential motive by BCHD Board and Executives ($2.3M annual taxpayer cost) to conceal non-resident spending.
