    Because allcove is a 91% non-resident service area (that is, LA County SPA8), District taxpayers are entitled to fully compensatory cash rent from allcove for the land consumed by the non-resident services building. 100% of this land is owned by District taxpayers and allcove will deny taxpayers access and 100% use of the land for a minimum of 30 years.

    BCHD must provide taxpayers with a rental agreement and guaranteed payment in order to move ahead with taking 91% of the land's benefit from taxpayers for non-resident use.
