Because the BCHD HLC is a Non-Resident/Non-Taxpayer supermajority project 80% (RCFE), 91% (allcove), 95% PACE and because it is de minimis in its service to Redondo Beach residents 9% RCFE, 5% allcove, 3% PACE it should be forced to adhere to an FAR of 0.75. Further, the taxpayers should not be donating use of the Flager & Beryl lot to allcove for no compensation since it is only 9% District use and 5% Redondo Beach resident use. It seems quite clear that BCHD is becoming a REGIONAL entity on the back of the taxpayers of District and by destroying the property values and health of surrounding residents.
