    Without any comment on the content of the communication, BCHD's participation in international politics is outside the scope of the District's court-stated benefit to "residents who reside" in the District.

    BCHD allcove contracts specify a service area of 91% non-residents.
    National PACE Association data show BCHD PACE will service 95% non-residents.
    BCHD's own MDS consultant demonstrates BY ZIPCODE that 80% of of RCFE tenants will be non-residents.
    BCHD Covid tested 84% non-residents (per LA County) at a cost of $2.3M in non-reimbursed funds.
