    FINANCIAL AND CONTROLS SHORTFALLS OF BCHD

    1) BCHD failed to protect the Measure M funds and the rights of general LA County taxpayers when it took Measure M funds to repair deferred maintenance of the hillside. BCHD and SBHD before it failed in their responsibility to conduct maintenance on the hillside to prevent it from sliding into Flagler Alley. BCHD must promptly repatriate all funds to Measure M for deferred hillside maintenance. The management that authorized the Measure M funding "take" is negligent.

    2) BCHD failed to protect the property that it condemned and the rights of taxpayers, bondpayers, and voters when it failed to maintain the sliding hillside. This requires a formal investigation. The Board and management are negligent.

    3) BCHD continues to pay $2.3M of taxpayer funds to 13 executives at BCHD. This is an excessive executive load for an entity with only 57 non-executive FTEs. The Board is negligent.

    4) BCHD entered into a 30 year obligation when it accepted a mere $6M in funding for the Beryl/Flagler allcove. The contract terms require a MINMIUM of 30 years of continued operation in mental health care. That is anywhere between $30M and $60M in obligation to taxpayers. BCHD has conducted no analysis of taking on an unfunded obligation that depletes all assets and reserves of the District.
