It's unclear that anyone at BCHD has hands on, operational experience planning, developing, or constructing any buildings. The failed SBH building and additions were SBHD. Since then, 510 and 520 are private and also in the SBH timeframe. BCHD is not only committing taxpayers to $60M+ in program and ongoing building costs, but also moving ahead with no apparent expertise or experience. At least Leslie Dickey had experience and expertise, unlike the rest of the BCHD staff. Hiring consultants is only an admission of BCHD's failure.
