allcove's service area is 91% non-residents, as measured by either overall area population or under age 18 population metrics. BCHD was asked via PRR and has NO DATA regarding the service area ratio of residents vs non-residents or, if BCHD has data, then it misrepresented that fact in its official response. As is clear, the District was established for the benefit of the residents who reside in the District. If that is not the case, then the District misrepresented the voter's intent and guidance to the Superior Court. BCHD needs to hold District residents and taxpayers 100% harmless from BCHD reckless allcove decision. That means the 10% co-pay and the $100K+ funding needs to come from NON-RESIDENTS via fees.
