    The following is a comment for the Finance Committee and a Public Comment for the June 2023 Board Meeting: (1) BCHD has received or pending, only $2.92M FEMA reimbursements. Due to BCHD elective actions, including 45% non-resident vaccinations and 84% non-resident Covid testing. As a result, BCHD required taxpayers of the District to fund NON-RESIDENTS the difference between $5.2M and the under recovery of funds of $2.9M, resulting in a COVID SUBSIDY from District Taxpayers of $2.3M to NON-RESIDENTS. (2) BCHD is requiring District Taxapyers to fund allcove in the budget for $120,000, while allcove's service area is SPA8, or a population of 1.4M. District Taxpayers SHOULD NOT be required to fund NON-RESIDENT PROGRAMS. (3) District Taxapyers are required to pay $532,498 and any overages of the construction - also to fund allcove, a 91% NON-RESIDENT program. (4) BCHD is requiring District taxpayers to fund a multimillion dollar subsidy in the upcoming budget for NON-RESIDENT services for CHF, AdventurePlex, and allcove with 35% to 91% non-resident membership or service areas. In short, IT IS CLEAR THAT BCHD is transferring the assets and revenues of the District's residents and taxpayers to NON-RESIDENT PROGRAMS.
