Otherwise, that Board was falsifying a legal filing to the Superior Court for the purpose of a legal taking of property on Prospect via condemnation. BCHD's Covid response "generosity" (Koo's word), the 95% PACE non-residents, the 80% RCFE non-residents, and the 91% allcove non-resident service territory are all counter to the clear voter intent and legal filings of the District at establishment.
