    BCHD continues to promote a false narrative that voters did not establish the district for the benefit of RESIDENTS WHO RESIDE in the district. The most contemporaneous legal document is https://www.stopbchd.com/post/ending-the-bchd-doublespeak-on-non-resident-use-district-explicitly-formed-to-benefit-residents which clearly shows the initial Board's understanding of voter intent. Otherwise, that Board was falsifying a legal filing to the Superior Court for the purpose of a legal taking of property on Prospect via condemnation. BCHD's Covid response "generosity" (Koo's word), the 95% PACE non-residents, the 80% RCFE non-residents, and the 91% allcove non-resident service territory are all counter to the clear voter intent and legal filings of the District at establishment. Whether or not the state allows non-resident benefits, the district was established clearly for the "resident who reside" in the District. Not workers, not non-residents.
