    1. The budget is defective. BCHD has no assessments, obligation, or ability to determine the value of program community benefits according to its CPRA response. As a result, BCHD resorts to guesswork. 2. BCHD fails to reserve $400,000 to be returned to Metro in Measure M funding for planning in Torrance that was wasted. 3. Allcove is 91% non-resident funded and only 9% for the benefit of residents. The district was established contemporaneous with the voter approval for the benefit of "residents who reside" in the District. That is the clear voter intent. 4. BCHD has claimed in CPRA responses that it does no accounting of costs by resident vs. non-resident. Analysis shows that the CHF, for example, runs at a steep loss and that 30-40% of members are non-residents. As such, 30-40% of the loss is likely a subsidy to non-residents that does not benefit the "residents who reside" in the District.

    In short, BCHD is an out of control special district that is a relic of the past. BCHD is the only Health District in LA County without a hospital, and the South Bay Hospital failed in 1984 as a public entity. Unless BCHD promptly returns to its voter established limits to provide benefits to the "residents who reside" in the District, it should be dissolved as was Los Medanos, using an agreement to provide the tax and asset funding to provide grants without the massive BCHD overheads of $2.3M in executives to the "residents who reside" in the former District.
