BCHD has formally stated in a CPRA response that it has no obligation, funding or ability to measure the community health value of its programs. Gallup has likewise stated that it also does not assess any specific BCHD programs. LA County also stated that BCHD's LiveWell program cannot be evaluated due to BCHD's failure to implement a control group. In short BCHD has absolutely NO DATA to suggest that its programs are more cost-effective than funding 3rd Parties.

    FROM BCHD PRESENTATION

Direct Service vs. Grants: Should providing grants to other organizations be prioritized over maintaining BCHD programs? Grants: •Non-profits •Micro-enrichment grants •Principal's fund BOARD Comments Considerations: •Are the Grantees filling gaps? •Would the Grantee survive if no District grant? •Would removing grants damage relationships? •Could the District assist (shift resources) the Grantees to find new grants? •If a major gap is created, would the District step in and provide the service? •We are in a different space now, convener to collaborator Direction: •If funding is “strapped”, would prioritize direct services over grants •Our people are a priority over providing grants •While cuts may be required now, we can change in 5 years.
