BCHD's PBB makes no attempt beyond beauty contest voting to assess the benefit-cost ratio of programs to determine 1) if public health community benefits outweigh costs, 2) if BCHD is spending scarce taxpayer funding and the rents from taxpayers assets in an optimized fashion, 3) if BCHD is providing the greatest amount of public health value for the budget spent and 4) how many resident benefits are being squandered by BCHD's careless non-resident services.
