    BCHD responded in a public records response that it had no obligation nor ability to determine if its programs were cost-effective - that is - if its programs had a greater public benefit than cost. That level of abject failure by BCHD executive management and board is endemic to the organization. BCHD spends taxpayer funds outside the district and lost nearly $2M of taxpayer funds during Covid due to providing services to 84% non-residents of the District.

    BCHD does not even track inside vs outside the District benefits - because BCHD does not and cannot measure public benefits - THAT ACCORDING TO THEIR OWN CPRA Response.

    Priority Based Budgeting is a sham developed by the lazy and non-quantitative to avoid hard questions - such as cost effectiveness to the District residents.
